Indonesia Payroll Update: Mandatory Public Housing Savings Contribution (TAPERA) Details and Implications

What is TAPERA?

The Tabungan Perumahan Rakyat (TAPERA), or Public Housing Savings, is a government-initiated program designed to provide affordable housing financing to enhance national welfare. This initiative was formalized through Government Regulation No. 21 of 2024, amending the earlier Government Regulation No. 25 of 2020.

Who is Affected?

The new amendment, introduced in May 2024, mandates savings contributions from both employers and employees who meet the following criteria:

  • Age: 20 years and above
  • Marital Status: Married
  • Income: Above the minimum wage
  • Employment Categories:
    • Private Employees
    • Self-Employed Individuals
    • Civil Servants
    • Indonesian National Military (TNI)
    • Civil Service Applicants
    • State-Owned Enterprise (BUMN) Employees
    • Provincially Owned Corporation (BUMD) Employees
    • Privately Owned Enterprise (BUMS) Employees

Contribution Details

  • Employers are required to contribute 0.5% of the employee's salary.
  • Employees will have 2.5% of their salary deducted monthly.

Implementation Timeline

While this regulation is set to take effect in 2027, the Ministry of Public Works and Housing (PUPR) announced in July 2024 that mandatory participation will be phased in to ensure a smooth transition.
